Authenticated risk reopening via missing endpoint authorization

Missing authorization in Delta RM 1.2 allows remote authenticated users to reopen risks through the workflow reset endpoint. The endpoint accepts a POST request containing a user-controlled risqueID and changes the identified risk to the reopened state without checking the session's role or permissions. Any unprivileged authenticated account can modify the workflow state of a risk whose identifier is supplied.
