Server-side request forgery via pipeline configuration

SSRF in GoCD Server 21.3.0 allows remote authenticated users to make server-originated requests through new pipeline configuration. The new-pipeline workflow accepts an administrator-selected outbound destination and directs the server to contact it without restricting that destination. GoCD disputes the vulnerability because only administrators can configure these outbound requests, and no additional consequence is established.
