Reboot via non-object SetEnc parameter

Improper input validation in Reolink RLC-410W 3.0.0.136_20121102 allows remote attackers to reboot the camera via HTTP. The cgiserver.cgi SetEnc parser assumes the JSON param value is an object and applies the subscription operator to a supplied string, reaching an assertion. Cisco Talos scores the request path as unauthenticated, while NVD assesses low privileges; either case ends in a device reboot.
