Memory disclosure and crash via malformed Explicit data

Heap-based buffer over-read in Croatia Control Asterix 2.8.1 allows remote attackers to disclose memory or crash the decoder via malformed ASTERIX data. The DataItemFormatExplicit::getText method detects a zero or nondivisible body length but continues processing instead of returning failure, allowing reads beyond the intended buffer. Processing malformed Explicit-format data requires no authentication; documented impact is limited to memory disclosure and a decoder crash.
