Path traversal in Atlassian FishEye and Crucible before 4.8.9 allows remote attackers to read local files through crafted URLs. The WEB-INF request path is checked before URL decoding, so encoded traversal sequences bypass the earlier access-control fix and resolve protected files. No authentication or user interaction is required, but disclosure is limited to files readable by the service process.
