Unauthorized resource modification via misconfigured XSRF protection

CSRF in Atlassian Jira Server and Data Center before 8.13.15 and 8.14.0 through 8.20.2 allows remote attackers to modify resources. The jira-importers-plugin applies misconfigured XSRF protection to CsvFieldMappingsPage.jspa and ImporterValueMappingsPage.jspa, leaving state-changing requests without effective anti-CSRF validation. Exploitation requires user interaction through a browser session authorized for the targeted resource; the reported consequence is unauthorized modification, not disclosure or service interruption.
