SQL injection via positional budget finder

SQL injection in the budgets module in OpenProject 12.0.0 through 12.0.3 allows remote authenticated users to alter database queries. BudgetsController passes the reassign_to_id request value positionally to Active Record's exists? finder, allowing SQL syntax to be interpreted instead of binding the value as an id. An account with Edit budgets permission and access to work-package reassignment is required; exploitation can expose or modify application data or interrupt database-backed service.
