Authenticated file disclosure via plugin markdown traversal

Path traversal in Grafana 5.0.0 through 8.3.1 allows remote authenticated users to read lowercase or uppercase .md files. GetPluginMarkdown passes the route's untrusted name to pluginMarkdown, which case-normalizes it, appends .md, joins it beneath PluginDir, and reads the resulting path without confining it to that directory. Viewer-level access is sufficient, but disclosure is limited to matching Markdown files and Grafana Cloud was not affected.
