Local file disclosure via encoded-slash traversal

Path traversal in LINE Corporation Armeria 1.12.0 through 1.13.3 allows remote attackers to read local files via crafted HTTP paths. PathAndQuery's double-dot detection fails when a separator is encoded as %2F, so a FileService request can escape its configured directory. An unauthenticated network request can disclose files readable by the server process, but only deployments exposing FileService routes are affected.
