Remote code execution via unblocked PHAR uploads

Unrestricted file upload in Laravel Framework 8.70.2 and earlier allows remote attackers to upload executable PHP via .phar files. The prohibited MIME-type validator in Illuminate/Validation/Concerns/ValidatesAttributes.php rejects .php and .phtml extensions but omits .phar, although Debian PHP-CGI maps .phar to application/x-httpd-php. Code execution requires an application endpoint that accepts uploads and relies on this validation rule, plus a Debian-based web stack that serves the uploaded file through PHP.
