Improper access control in Controlled Admin Access before 1.5.6 allows remote authenticated users to gain unrestricted administrator access. The configuration-page access check accepts a percent-encoded page value that lets a restricted temporary administrator bypass the configured page restrictions. A limited administrator account created by the plugin is required; successful exploitation permits creation of a separate administrator with unrestricted site control.
