Website reinstallation via missing configuration existence check

Improper access control in Hoosk 1.8.0 allows remote authenticated users to reinstall a deployed website via the installer. The /install/index.php entry point does not test whether root-level config.php already exists before allowing the installation workflow to proceed. Any authenticated user who can reach that endpoint can force reinstallation, changing site state and interrupting existing operation.
