Privilege escalation via insufficient Agent Push checks

An authorization flaw in JetBrains TeamCity before 2021.1.2 allows remote attackers to perform unauthorized Agent Push actions. The Agent Push permission checks do not sufficiently enforce authorization when processing requests, allowing actions intended for more privileged users.
