Credential issuance via overbroad glob policy matching

Incorrect authorization in HashiCorp Vault and Vault Enterprise 1.8.0 through 1.8.4 allows remote authenticated users to issue GCP credentials. Roleset-specific endpoints introduced under /gcp/roleset/ fall within a terminal glob policy, so read access to /gcp/roleset/* also matches credential-issuing operations. The behavior requires the Google Cloud secrets engine and a permissive glob-based policy, and it grants Google Cloud service account credentials beyond the intended Vault permissions.
