Unauthorized token and certificate issuance

Missing authorization in HashiCorp Consul through 1.11.8, 1.12.4, and 1.13.1 lets remote authenticated users obtain unintended TLS certificates and ACL tokens. The auto-config RPC interpolates unvalidated node or segment names into JWT claim assertions, allowing a specially crafted request to satisfy assertions for another node name. Exploitation requires access to the auto-config interface and a usable JWT; the consequence is unauthorized security-material issuance rather than arbitrary code execution.
