Authenticated code execution via executable Perl upload

Unrestricted file upload in Leostream Connection Broker 9.0.40.17 allows remote authenticated users to execute Perl code. Third Party Content accepts a .pl file into /home/leo/app/tpc, where the default web-server configuration executes it when its /tpc/ URL is requested. Administrator access, or a custom role permitted to upload third-party content, is required; successful execution runs attacker-supplied server-side code.
