Process crash via negative-dimension error formatting

Buffer overflow in NumPy before 1.19.0 allows local users to crash a process by supplying an array with negative dimensions. The array_from_pyobj error path appends up to 40 dimension values to a fixed 200-byte message through unbounded strcpy, sprintf, and strcat operations. NumPy disputes the security classification because only an already privileged user or internal code can create the required negative dimensions; the bounded consequence is process termination.
