Integrity compromise via ViewCollectors authentication bypass

Improper authentication in Atlassian Jira Server and Data Center before 8.19.1 allows remote attackers to toggle Issue Collectors via /secure/ViewCollectors. The endpoint fails to enforce authorization after a Jira Service Management user's access has been revoked, allowing that former user to enable or disable collectors on projects. The attacker must have previously held Jira Service Management access, and the demonstrated consequence is unauthorized project-configuration changes rather than data disclosure or service interruption.
