Heap out-of-bounds access via unchecked bin indexes

Out-of-bounds access in Google TensorFlow before 2.4.4, 2.5.0 through 2.5.1, and 2.6.0 allows local users to access heap memory. SparseBincountOp uses values elements as bin indexes into its sparse output without first checking them against the output dimensions. Triggering the flaw requires the ability to execute a TensorFlow graph or API call with crafted tensor data, and the invalid access is confined to that TensorFlow process.
