Process crash via unchecked negative split sizes

Incorrect calculation in TensorFlow SplitV before 2.4.4, 2.5.0 through 2.5.1, and 2.6.0 allows local users to crash a process. SplitVOpBase accepts multiple negative size_splits values, causing its remaining-dimension calculation to exceed the input dimension and reach a segmentation fault. Execution of a crafted SplitV operation inside a TensorFlow process is required; the reported consequence is termination of that process.
