Process crash via resource-tensor constant folding

Denial of service in Google TensorFlow before 2.4.4, 2.5.0 through 2.5.1, and 2.6.0 allows local users to crash a process. IsConstantFoldable in Grappler's constant_folding.cc treats every constant as foldable, so the optimizer attempts an invalid deep copy when a constant node outputs DT_RESOURCE. Exploitation requires low-privileged local control of a graph processed by the optimizer and interrupts only the hosting process through a segmentation fault.
