Process abort via overflowing resize dimensions

Integer overflow in Google TensorFlow before 2.4.4, 2.5.0 through 2.5.1, and 2.6.0 allows local users to abort the process. ImageResizerState::ValidateAndCreateOutput builds a TensorShape directly from supplied output dimensions, allowing its int64 element-count calculation to overflow and trigger a fatal CHECK. Reachability requires a local user or application path that can pass extremely large dimensions to tf.image.resize; the consequence is limited to termination of the hosting TensorFlow process.
