Mainnet consensus divergence via reversed JUMPI validation

Control-flow error in Rust EVM before 0.31.0 allows remote attackers to cause Ethereum mainnet consensus divergence via crafted bytecode. The JUMPI handler validates the destination before testing the condition, so a false jump with an invalid destination is rejected instead of falling through. The flaw is security-exploitable only in Ethereum mainnet use; the vendor reports no security exploit for Frontier or standalone blockchains.
