Attestation policy bypass via unnormalized artifact paths

Path-matching bypass in in-toto-golang before 0.3.0 allows remote authenticated users to admit disallowed artifacts into attestations. Set.Filter and artifact verification matched paths without first canonicalizing relative components, so dir/../foo could evade a DISALLOW rule for foo. Exploitation requires a trusted functionary key and a susceptible layout policy, enabling prohibited artifacts to pass supply-chain verification.
