Cross-course user export via insufficient capability checks

Incorrect authorization in Moodle LMS allows remote authenticated users with teacher privileges to export users outside their courses. The course participants download path builds the export set without enforcing that each selected user belongs to a course the teacher can manage. A teacher account is required, and the bounded impact is unauthorized export of user records rather than administrative control or service interruption.
