Administrator account takeover via direct password edit

Incorrect authorization in ThinkCMF 5.1.7 allows remote authenticated users to reset the primary administrator account password. AdminRbacController processes a direct request for account ID 1 from users holding background user-management group authority instead of enforcing the normal password-change restriction. That delegated privilege is sufficient to replace the primary administrator's credentials and take control of the account.
