Recording deletion and reboot via permission fallback

Improper access control in Reolink RLC-410W 3.0.0.136_20121102 allows remote authenticated users to erase recordings and reboot. The cgi_check_ability switch lacks a Format API case, so its default branch assigns permission value 7 and authorizes the privileged operation. A non-administrative account can format the SD card, deleting stored recordings and forcing the camera to reboot.
