Authenticated camera reboot via default API permission

Improper access control in Reolink RLC-410W 3.0.0.136_20121102 allows remote authenticated users to reboot the camera via HTTP. The cgiserver.cgi cgi_check_ability switch omits UpgradePrepare, so its default branch assigns permission 7 and authorizes this privileged API. The required gate is a logged-in non-administrative account; invoking the API stops recording and related services, and the camera reboots after five minutes without an upgrade.
