Authenticated camera reboot via failed permission check

Improper access control in the Reolink RLC-410W 3.0.0.136_20121102 Upgrade API allows remote authenticated users to reboot the camera. When Upgrade permission validation fails, cgiserver.cgi incorrectly sets the associated request's perform_reboot flag instead of only rejecting the call. Any logged-in user without Upgrade permission can repeatedly restart the camera and interrupt surveillance availability.
