Local script execution via unenforced disable setting

Configuration enforcement failure in PrimeKey EJBCA before 7.6.0 allows local users to execute existing publisher scripts. The General Purpose Custom Publisher checks script enablement only when publishers are created or edited, rather than whenever an existing publisher runs. Exploitation requires an existing publisher plus super-admin access to configure it or operating-system access to modify its script; the consequence is execution of that configured local script.
