Authenticated dnsmasq reconfiguration via newline injection

Newline injection in OpenStack Neutron before 16.4.1, 17.x before 17.2.1, and 18.x before 18.1.1 allows remote authenticated users to alter dnsmasq. The DHCP option formatter writes unvalidated extra_dhcp_opts values into the dnsmasq options file, so an embedded newline starts attacker-controlled configuration lines. A valid cloud account and permission to update a Neutron port are required; injected options can crash dnsmasq, affect tenants sharing an interface, or trigger code execution when dnsmasq is before 2.81.
