Service degradation via oversized draft diff positions

Uncontrolled resource consumption in affected GitLab CE/EE releases allows remote authenticated users to cause high load through crafted diff data. The drafts controller does not validate the type or size of the position field in draft diff notes, so serialization stores oversized attacker-controlled data for later diff processing. Project access sufficient to create draft diff notes is required; processing the oversized data consumes resources and slows code-change review.
