Private template disclosure via unchecked template endpoint

Incorrect authorization in affected GitLab EE releases allows remote authenticated users to read private custom template details. The users/:username/available_group_templates endpoint returns an AJAX template listing without checking whether the requester can access the selected user's private groups. Exploitation requires a signed-in account and configured custom group templates; the demonstrated consequence is disclosure of private group and project-template metadata, not modification or service interruption.
