Analysis hang via zero-length peer string loop

Excessive iteration in Wireshark 3.2.0 through 3.2.17 and 3.4.0 through 3.4.9 allows remote attackers to exhaust CPU via malformed packets. The Bluetooth DHT dissector's dissect_bt_dht_values loop treats a zero-length bencoded peer string as neither an error nor a parsed value, so its offset does not advance. An unauthenticated attacker can inject the packet on a monitored network, while exploitation through a crafted capture file requires a user to open and analyze it; the bounded impact is an analysis-process hang from CPU exhaustion.
