Stored XSS via unsanitized approval rule names

Stored XSS in GitLab EE 13.7 through 14.1.6, 14.2.0 through 14.2.4, and 14.3.0 allows remote authenticated users to execute JavaScript. The merge request creation page renders an approval rule name beneath reviewer details without sanitizing its HTML, allowing stored markup to bypass the page content security policy. The attacker needs approval-rule access, and a victim must open the Reviewers dropdown; the script then acts in the victim session and can read data or create access tokens.
