Installed VPN package disclosure via side channel

Information disclosure in Android 12L VpnManagerService allows local users to identify installed VPN packages through a side channel. Google has not disclosed which VpnManagerService operation exposes an observable discrepancy or how the side channel encodes package presence. A local app needs no additional execution privileges or user interaction, and exposure is limited to installed VPN package identities.
