Missing authorization in Android 12L PackageManager allows local users to escalate privileges by changing another app's splash theme. PackageManager permits a caller to change another application's splash-screen theme without checking the required permission. A local app context is required, but no additional execution privileges or user interaction are needed; the bounded action is unauthorized cross-app theme modification.
