Local privilege escalation via usage-statistics deletion

Privilege escalation in Android 11 and 12 allows local users to bypass app-usage security and privacy controls without user interaction. UsageStatsService.updatePackageMappingsData deletes a package's usage-statistics data on package removal even when the affected user has a profile owner, instead of preserving that policy-controlled data. Exploitation requires local low-privileged execution on a device; the resulting loss of protected usage records bypasses profile-owner controls and enables privilege elevation.
