Decoder crash via out-of-bounds Rice bit read

Heap buffer overflow in sela 20200412 and earlier allows context-dependent attackers to crash the decoder via a crafted SELA file. RiceDecoder::generateDecodedUnsignedInts reads a vector element beyond its allocated heap region while process() decodes attacker-controlled Rice-coded audio data. Exploitation requires a user to supply the file to the local decoder; the published proof of concept terminates the process under AddressSanitizer.
