PostScript file access via module policy bypass

Security policy bypass in ImageMagick before 6.9.12-22 and 7.0.0 through 7.1.0-6 allows local users to read or write PostScript files. OpenModule and RegisterStaticModules used incorrect or missing IsRightsAuthorized checks, so a denied PostScript module could still register. Exploitation requires local access and a policy.xml module rule denying PostScript; the bypass defeats that configured read-and-write restriction.
