Network traffic disclosure via nonexistent capture type

Authorization bypass in PCapture before 3.12 allows remote authenticated users to capture and download unfiltered network traffic. CaptureTypeService.findFilter treats an unknown URL suffix as a null capture filter, which the capture path interprets as capturing all traffic. Any authenticated non-admin user can forge a nonexistent capture type and obtain packets visible on the service's local network segment.

What happened
