Container file overwrite via unchecked TAR paths

Path traversal in Spinnaker before 1.24.7, 1.25.0 through 1.25.6, and 1.26.0 through 1.26.6 allows local users to overwrite container files. The AppEngine deployment utility extracts attacker-supplied TAR entries without validating that resolved paths remain inside the extraction directory. Access to submit an AppEngine deployment containing a TAR artifact is required; overwritten libraries or wrapper files can redirect execution or disrupt the container.
