Privilege escalation via internal-repository mirroring

Missing authorization in Central Dogma 0.51.1 allows remote authenticated users to escalate privileges through internal-repository mirroring. The HTTP and legacy Thrift commit paths accepted mirror changes whose localRepo targeted the reserved dogma repository instead of rejecting them. A low-privileged authenticated account able to configure a mirror can overwrite project authorization data and obtain unauthorized project privileges.
