Application crash via unchecked timestamp arithmetic

Integer overflow in prost-types before 0.8.0 allows attackers to crash applications that convert untrusted Timestamp values. The From for SystemTime implementation uses unchecked addition or subtraction on UNIX_EPOCH, while Timestamp::normalize also performs unchecked arithmetic. A crafted out-of-range seconds or nanoseconds value triggers a platform- and build-dependent panic, interrupting any service that processes it.
