Heap data disclosure via negative axis underflow

Out-of-bounds read in TensorFlow Lite in Google TensorFlow before 2.3.4, 2.4.0 through 2.4.2, and 2.5.0 allows local users to read heap data. The ExpandTensorDim path normalizes a negative axis only once, checks only its upper bound, and then indexes input_dims.data at -1. A caller must supply a sufficiently negative axis to the TFLite ExpandDims operator; the documented result is a one-element heap disclosure.
