Process compromise via empty map indices

Undefined behavior in Google TensorFlow before 2.3.4, 2.4.0 through 2.4.2, and 2.5.0 allows local users to compromise the process. The check_index_ordering method validates ordering without rejecting an empty indices tensor, so Map and OrderedMap operations bind a reference through a null pointer. Triggering requires the ability to execute a crafted map operation in the TensorFlow process, where undefined behavior can affect process confidentiality, integrity, and availability.
