Local process crash via unsigned allocation conversion

Denial of service in Google TensorFlow before 2.3.4, 2.4.0 through 2.4.2, and 2.5.0 allows local users to crash the process. boosted_trees_create_quantile_stream_resource fails to reject a negative num_streams value before vector reserve converts it to a large unsigned allocation size. Reachability requires a local user able to invoke the operation with controlled arguments; the bounded consequence is termination of the hosting process.
