Process crash via incorrect empty-tensor guard

Divide-by-zero in Google TensorFlow before 2.3.4, 2.4.0 through 2.4.2, and 2.5.0 allows local users to crash a process via crafted arguments. InplaceOpBase calls DoCompute when either x or v is nonempty because its empty-tensor guard uses logical OR instead of logical AND. A local user must execute a crafted inplace operation in a process that consumes attacker-controlled tensor arguments; the floating-point exception terminates only that process.
