Undefined behavior via empty diagonal-index tensor

Improper pointer access in Google TensorFlow before 2.3.4, 2.4.0 through 2.4.2, and 2.5.0 allows local users to cause undefined behavior. MatrixSetDiagOp accepts an empty k tensor after checking only its rank, then reads element zero and binds the invalid access as a reference. Reachability requires local code execution that invokes a MatrixSetDiagV operation with an empty k input; the undefined behavior affects the calling process.
