Heap disclosure and crash via unchecked batch dimensions

Out-of-bounds read in ResourceGather in Google TensorFlow before 2.3.4, 2.4.0 through 2.4.2, and 2.5.0 allows local users to read heap data. ResourceGather fails to verify that the supplied batch_dims value is no greater than the input tensor rank, so its dimension loops index beyond the heap-backed tensor buffer. A crafted local API call crashes debug builds at a CHECK assertion; release builds perform the out-of-bounds read, exposing adjacent process memory.
